Senator Clements moved to amend the bill on page five, section nine-a, line twenty-six, after the word “request” by inserting a colon and the following proviso: “Provided, That any individual or entity who violates a provision of this article concerning a requirement to install a backflow prevention assembly is not subject to the civil penalties imposed by this section”.
